If/when you buy an expansion you'll be able to change world once for free. Deleting all your characters to change doesn't work if you haven't purchased an expansion. Transfer to a medium population world in NA on the old one would cost me 500 gems, while a transfer on the newly unlocked account is free without deleting any characters. Your account is old, the info you got from others might be based on newer accounts. I'm sorry you deleted your characters. It seems you didn't have to.
Afaik, if you have no characters, you can change servers all you want. And also you get 1 free server transfer after you buy any expansion. As Tash has written, dont be afraid to contact the support, they are really helpful and usually answer pretty soon (maybe will take a day because of steam launch tho). #6.
If the OPs friend has a free account, he can switch by sending a request directly to ANet Support and they’ll probably switch it for him. You need to join the map, then left click on the other player’s portrait. Sometimes the map will be full, but then you can just switch who job a the other. Same region, obviously, but if you are on the same server you are on the same region so that shouldn’t be a problem. Being friends in games and/or in the same guild will also help
Regarding your question, yes, you can transfer your account server once every 7 days but it will cost you gems. This is all assuming the tier 1 server you’re moving to is open for transfer. You can also look up which servers are tied for WvW and pick one of the lower pop ones. They’re tied for months at a time.
Also, the buffs from WvWvW that applay to PvE are determined by the buffs on your home server. You can visit any server. You just can't fight on their side in WvWvW. The purpose of this is to prevent world PvPers from jumping to the high ranked servers. You can, however, pay an undetermined fee (real money) to change your home server.

You can change it via the command line in the properties of your gw2.exe shortcut. If you do not have one navigate to your Guild Wars 2 folder, right click gw2.exe and create shortcut. Now right click the shortcut and select properties. You will see an input text called target. It shows in my case "D:\Games\Guild Wars 2\Gw2.exe"

A: In Guild Wars character data /is/ actually transferred across the Atlantic and it was a huge source of downtime and disconnects for EU players. It wasn't fair at all and so for Guild Wars 2 we decided it was a better trade-off to have reliable service on the same continent even if that limited the ability to play together somewhat.. . I havent tried this in ages, but you used to be able to ”change” server for free as long as you dont have any characters on the account. So if you are new-new with no time investment, deleting all characters should let you just select a new server unless they’ve changed that in the last year or two.

We both have paid accounts, upgraded from free-to-play accounts, and we've never transferred worlds before. Apparently paid accounts are allowed one free world transfer after upgrading from free-to-play accounts, but my friend Give up on the full servers they don't work like most other mmos as is only wvw that matters for the servers and unless the servers that are full takes a dip in active players in wvw then they are gonna stay full. Also i don't think free accounts can do world transfers.

Character Select Screen iirc. found it, world selection at the bottom left corner. it gaved me a logout message the 1st time I click on it, and a server list the 2nd time. where I check my server name?
